    The House Committee on Health and Human Resources moves to amend the committee substitute on page thirty-five, section 4, line 154, following the word “medication” and the period by inserting the following:

    (b)Any advertisement made by or on behalf of a pain management clinic, as defined in section sixteen of this article, through public media, such as a telephone directory, medical directory, newspaper or other periodical, outdoor advertising, radio or television, or through written or recorded communication, concerning the treatment of chronic pain, as defined in section sixteen of this article, shall include the name of, at a minimum, one physician owner responsible for the content of the advertisement.” and relettering the remaining subsection;

    on page seventy-five, section eight, line ten, following the word “treatment” and the comma by inserting the word “recovery” and a comma;

    On page eighty, section four, line three, following the word “per” by striking the word “day” and inserting in lieu thereof

 the word “month”;

    On page eighty, section four, line three, following the word “than” by striking the words “seven and five-tenths grams in any thirty day period” and inserting in lieu thereof the following: “twenty-four grams annually”;

    On page eighty-five, section five, line thirty-three, by striking subsection (1) and inserting in lieu thereof the following:

    (1)Produce a valid government identification showing his or her color photograph, signature and date of birth, and if such document is a West Virginia driver’s license then it must first be electronically verified as valid through the division of motor vehicles driver’s license status online connection website; and

    On page ninety-two, section eleven, line twelve, following the word “”year” and the period by inserting the following:

§60A-10-12. Expiration.

This article shall expire on June 30, 2014, unless otherwise extended by the Legislature.

    The House Health and Human Resource Committee moves to amend the enacting section by striking the enacting section and inserting in lieu thereof the following:

    That §16-1-4 of the Code of West Virginia, 1931, as amended, be amended and reenacted; that said code be amended by adding thereto a new article, designated §16-5H-1, §16-5H-2, §16-5H-3, §16-5H-4, §16-5H-5, §16-5H-6, §16-5H-7, §16-5H-8 and §16-5H-9; that §30-1-7a of said code be amended and reenacted; that §30-5-3 of said code be amended and reenacted; that §60A-3-308 of said code be amended and reenacted; that §60A-9-3, §60A-9-4, §60A-9-5 and §60A-9-7 of said code be amended and reenacted; that said code be amended by adding thereto three new sections, designated §60A-9-4a, §60A-9-5a and §60A-9-8; that §60A-10-3, §60A-10-4, §60A-10-5, §60A-10-7, §60A-10-8, §60A-10-11 and §60A-10-12 of said code be amended and reenacted; and that §61-12-10 of said code be amended and reenacted, all to read as follows:
